Interpreting the Loran Rate: 

First Character is the Frequency

1 - 1950 kHz
2 - 1850 kHz
3 - 1900 kHz
4 - 1750 kHz

 

Second Character is the Basic Pulse Rate

Low - 25 pps
High - 33.3 pps

 

Last Character is the Specific Pulse Rate

0 - the Basic Rate
1 - Basic Rate minus 100 microseconds
2 - Basic Rate minus 200 microseconds
3 - Basic Rate minus 300 microseconds
4 - Basic Rate minus 400 microseconds
5 - Basic Rate minus 500 microseconds 
6 - Basic Rate minus 600 microseconds 
7 - Basic Rate minus 700 microseconds

 

Example:  French Frigate Shoals is Rate 2L1.  That means they are operating on 1850 kHz and a Pulse Repetition Interval of 39,900 microseconds or 25.0626 pps

Note:  I suspect the Geodetic Positions are based on NAD 27 datum or whatever the World datum was prior to WWII.
